jabiluka mine battle
by Alex Burns ( alex.burns@disinfo.net) - November 09, 2000
Soon after winning the 1996 Australian Federal election, the conservative Howard Liberal Government reversed long-standing environmental policies, permitting new uranium mines and expanding export quotas. Many political analysts saw this as 'payback' for crucial mining industry support during years of political exile, and the economic rationalist rhetoric appealed to an increasingly inward-looking, nostalgic public struggling to cope with domestic recessions and an uncertain post-Cold War geo-political identity.

Energy Resources of Australia Ltd (ERA), operators of the Northern Territory based Ranger mine, proposed to mine the Alligator Rivers region via the Jabiluka lease, endangering the pristine environs of the nearby World Heritage listed Kakadu National Park, and local indigenous communities.

The Jabiluka lease had been negotiated in the late 1970s and early 1980s under the auspices of the Northern Land Council (NLC), a relatively inexperienced government body, during a period of domestic confusion and compromise. Traditional aboriginal land-owners - reasoning under duress that mining was probably inevitable - had been promised inclusion in the ongoing consultation process, as well as community investment, jobs, education, and preservation of cultural and spiritual values. Not only were these promises not kept, but the consultation process was compromised by corporate misrepresentation of the project's longterm environmental impact.

Widespread public anger over the Jabiluka issue and the treatment of indigenous people has led to the most widespread grass-roots activist campaigns in many years, spear-headed by 'green' eco-consciousness advocacy groups like Friends of the Earth; Australian Conservation Foundation; The Wilderness Society; the Gundjehmi Aboriginal Corporation; and the Jabiluka Action Group (JAG) networks. ERA Ltd and well-financed pro-nuke think-tanks have reacted by attempting to marginalise protesters and claiming that Gundjehmi only represent minority views of the indigenous Mirrar people.

International reaction has been swift, with campaigns in America, Canada, Germany, the United Kingdom, and Japan. The Howard Liberal Government has become a 'pariah' in global environmental affairs and policy-making, compromising its credibility by often being the sole dissenting vote on the Jabiluka proposal. The UNESCO World Heritage Committee and the Australian Senate Environment and Heritage Committee have found that the mine faces insurmountable opposition, but the battle and political mind-games continue.

Jabiluka - No!
Peter Hicks and Geoff Francis have penned a folk tune that is part of the rapidly growing Jabiluka canon archived at this site. "As if there aren't already too many nuclear weapons and not enough environmental protection in the world, the Australian government, unbelievably, wants to go ahead with uranium mining at Jabiluka, in the Kakadu National Park. This mining is contrary to the wishes of the Mirrar people, traditional owners of this land."

Jabiluka Blues
Lyrics for moving folk-blues rebellion song. "Bundle up for the long eclipse/ They spin the wheel and we're the chips." Did Trinity, Hiroshima, and Nagasaki not teach Humanity *anything*?

Stop The Jabiluka Uranium Mine!
This savvy Jabiluka site uses frames-based navigation to focus upon indigenous issues and environmental effects of uranium mining. The 'Blockade' section is highly detailed and has to be seen. The incendiary speech by traditional owner Jaqui Kotona is notably memorable: "There were many promises made to our people about the benefits of mining. Schools, law housing, employment, health services and investments. We have no Aboriginal graduates of secondary education, housing is substandard, the vast majority of the community is unemployed, health services are minimal and those strategic investments are losing value each year. Consumption of alcohol and dependence on welfare are inescapable problems."

Taking A Job At Jabiluka
Michaela Reuss Daters has written a powerful account of the distortions, deletions, manipulations, and outright lies captured by documentary film-maker David Bradbury, a stark warning against complacency. Writes Daters: "Kakadu is recognised as possessing this rare combination: environmentally, it is an extraordinary ecosystem of breath taking beauty; culturally, it is a site of ancient spiritual significance to one of the world's oldest surviving indigenous populations."

Mayu Kanamori - Jabiluka Photo Exhibition
Japanese photographer Mayu Kanamori created this site to capture the beauty and vitality of the Kakadu region, the dynamism of activists, and to expose the export dollar driven mentality of Australian uranium mining. Writes Kanamori: "It makes me angry that my friends and family in Japan turn on their toasters and hairdryers on in the morning without evening knowing where their electricity is coming from."

The Friends of Kakadu
One of many non profit community groups providing information on uranium mining, indigenous rights, ecological issues, and health concerns. Indicative of growing grass-roots support amongst mainstream Australians for an end to uranium mining.

Jabiluka Blockade - A Critique
A critique of Jabiluka protest internal politics, focusing on the smear campaign attacking Ploughshares activists Treena Lenthal and Ciaron O'Rielly. Suggests that the Gundjehmi Aboriginal Corporation only represents part of the Mirrar people, and that the movement has begun to exhibit disturbing aspects of authoritarian political movements whose leaders ignore the rank-and-file. Highlights the difficulty of creating non-authoritarian, non-hierarchical, consensus based frame-works, and how mass political movements can be destroyed or rendered inactive from within.
