Occupy’s public discussions on “diversity of tactics” have often lacked historical perspective; discussions, at least online, have tended to degenerate to “Ghandi!” “No, ANC!” Now, however, Erica Chenoweth has developed a dataset and analyzed the historical record. Below are the results of her study of 323
 non-violent and violent campaigns 
from
 1900‐2006. I’m sure, readers, that like any study, Chenoweth’s work is open to challenge on any number of grounds. That said, surely looking to the historical record to see what’s worked isn’t such a bad thing?

The current debate, in the UK and abroad, on the need to cut back the state in order to unleash the power of entrepreneurship and innovation in the private sector, builds upon a stark contrast that is repeatedly drawn by the media, business and libertarian politicians: a dynamic, creative competitive private sector versus a sluggish, bureaucratic, inert, `meddling’ public sector.

It is assumed that the private sector is inherently more innovative, more able to think out of the `box’ and to lead a country towards long-run innovation-led growth. But many examples in the history of innovation, entrepreneurship and competition, in different sectors and across different countries, paint a very different picture – of a risk taking innovative state – especially in the most uncertain phases of technological development and/or in the most risky sectors – versus a more inert private sector, which only invests (in innovation, in new start- ups, in networks) once the state has absorbed most of the uncertainty.

In the pharmaceutical industry it is the state- run labs that have been responsible for the discovery of the most radical new important drugs, with private pharma focused on the less risky slight variations of existing, `me too’, drugs (such as Viagra in different colours and dosages). In the USA and Europe, state funding has been responsible for most, if not all, general purpose technologies, i.e. those technologies that help achieve economy- wide growth (aviation, computers, electricity, internet, nanotechnology). The biotech revolution owes its success not to venture capital (as is commonly assumed) but to major inventions within the UK’s Medical Research Council and the US’s National Institute of Health, as well as pro-innovation regulations that have made it easier for these inventions to be commercialised. This has not been just a question of `research’, but of the state having the courage to think about completely new areas of development, invest its resources into uncertain territory, open multiple windows of exploration, fund early-stage risky research, create organisations dedicated to funding and supporting new start-ups, and formulate dynamic `networks’ between science, business and finance.

In most cases of the development of general purpose technology it has been the state that has gone against the grain, thought `out of the box’, risked large amounts of money; while the private sector has more often been wedded to the status quo, where short-run returns are inevitably more secure. Similar examples can be found in the creative sector, where, for example, innovative first-time directors can `enter’ the industry only through risky state-backed funds or state- owned broadcasters. In this sense, the state has played a role that goes beyond the Keynesian emphasis on taxation, subsidies, spending and regulation, and the Schumpeterian emphasis on creating the `right conditions’ for innovation and growth. It has played an active entrepreneurial role – envisioning new technological opportunities in high-growth areas; undertaking the very early risky investments that lay the groundwork for future exploration of these areas; funding new start-ups that commercialize the innovations; and in some cases even bringing the product to market.

The state has been fundamentally involved in generating radically new products and processes that have changed the way that businesses operate and citizens live – transforming economies forever, from the internet revolution to the biotech revolution to what (it is hoped) will be the green-tech revolution. A key way to tackle together smart and inclusive growth is to ensure that the gains from innovation are as collective as the risk-taking underlying it. In seeking innovation-led growth, it is fundamental to understand the important roles that both the public and private sector can play. This requires not only understanding the different ecologies between the public and private sector, but, especially, rethinking what it is that the public is bringing to that ecology. The claim that the public sector can at best incentivise private sector led innovation (through subsidies, tax reductions, carbon pricing, green investment banks and so on) is currently being propagated heavily in the UK, especially but not only in the face of the recent crisis and ensuing deficits. But this fails to account for the many examples in which the leading entrepreneurial force came from the state rather than from the private sector.

A California federal court is to decide for the first time in US history whether amusement park animals are protected by the same constitutional rights as humans.

The issue arises from a lawsuit filed by rights group People for the Ethical Treatment of Animals (PETA) in a San Diego court on behalf of five orcas named Tilikum, Katina, Corky, Kasatka and Ulises. The whales perform water acrobatics at the SeaWorld amusement parks in San Diego and in Orlando, Florida.

PETA argues that continuing the whales’ “employment” at SeaWorld violates the 13th Amendment to the US Constitution, which prohibits slavery. District Judge Jeffrey Miller heard arguments in the complaint Monday and reviewed the response from SeaWorld, which asked that the lawsuit be dismissed. His ruling is expected to come later. “It’s a new frontier in civil rights,” said Jeff Kerr, PETA general counsel, who described the hearing as a “historic day.”

The highly-praised spot, which features Oscar-winner Clint Eastwood narrating over a collage of images that includes broken towns and factory workers, includes a short clip from videographer Matthew Wisniewski’s montage of the protests over a budget repair bill in Madison, Wisconsin last February. As first pointed out by The Nation, the footage in the Chrysler ad (found at :50) has been scrubbed of the pro-union messages on the signs. On one, “Care About Educators Like They Care for Your Child” has been replaced by a picture of an alarm clock.

Orangutans living in captivity will soon start using iPads for primate play-dates, using Skype or FaceTime to interact with their brethren in other zoos, according to zookeepers. The great apes have been playing with iPads for about six months at the Milwaukee County Zoo, and they’ve been such a hit that other zoos plan to introduce them, too.

The “Apps for Apes” program started after a zookeeper commented online about getting some iPads for her gorilla charges. Someone donated a used iPad, and it turned out the gorillas didn’t care for it. But the orangutans loved it.

Seeing the primates with iPads has an effect on zoo visitors, according to Richard Zimmerman, who directs Orangutan Outreach: “They have this recognition that these are amazing, cognitive, curious creatures,” he told the Times. Dolphins have been using iPads since their debut, so it’s really about time our primate cousins adopted the technology.

The Los Angeles Police Department is warning real estate agents not to use images of properties taken from unmanned aircraft, saying the flying drones pose a potential safety hazard and could violate federal aviation policy.

The warning was issued this week after officers saw a television news report showing a basketball-sized object with multiple rotors hovering over an expansive Westside residence.

Real estate agents have been posting aerial photos and video of homes for sale in the Los Angeles area, according to the LAPD. The pictures have been taken from several hundred feet off the ground in the city’s crowded airspace — an altitude at which police helicopters often fly.

The mystery illness now producing Tourette’s-like symptoms in a more than a dozen girls from upstate New York is also affecting a 36-year-old who is experiencing the same tics as the teens. Some neurologists have suggested the illness could be “conversion disorder,” or mass hysteria.

High school student Thera Sanchez, 17, and 14 others started experiencing the odd symptoms last fall: stammering, verbal outbursts and limb spasms.

The teens’ plight captured the attention of environmental activist Erin Brockovich, who began speaking out about a 1970 train accident that spilled cyanide and industrial solvent four miles from the teens’ school, LeRoy Junior-Senior High School. According to a 1999 Environmental Protection Agency report, approximately 35,000 gallons of TCE (trichloroethene) contaminated the area near the derailment.

Police in Chile have arrested a man on suspicion of stealing five tonnes of ice from the Jorge Montt glacier in the Patagonia region to sell as designer ice cubes in bars and restaurants.

Local media reported that last Friday police intercepted a refrigerated truck with an estimated £3,900 worth of illicit ice allegedly bound for whiskies, rums and cocktails in the capital Santiago. Authorities have accused the driver of theft and are considering adding violation of national monuments to the charge sheet.

A growing number of states are seeking shiny new currencies made of silver and gold. Worried that the Federal Reserve and the U.S. dollar are on the brink of collapse, lawmakers from 13 states, including Minnesota, Tennessee, Iowa, South Carolina and Georgia, are seeking approval from their state governments to either issue their own alternative currency or explore it as an option. Just three years ago, only three states had similar proposals in place.

The Constitution bans states from printing their own paper money or issuing their own currency. But it allows the states to make “gold and silver Coin a Tender in Payment of Debts.” To the state legislators who are proposing state-issued currencies, that means gold and silver are fair game, said Edwin Vieira, an alternative currency proponent and attorney specializing in Constitutional law.

Two infamous Swedish murderers, the “Skara Cannibal” and the “Vampire Woman,” hope to get married, according to Expressen, a Swedish newspaper. The couple met at their high-security psychiatric ward in eastern Sweden, the paper said, and flirted over Internet chat rooms.

Isakin Jonsson, known as the ”Skara Cannibal,” was convicted in March 2011 of killing of his girlfriend, Helle Christensen, a mother of five, Expressen said. After stabbing her to death and cutting off body parts, he ate some of them.

Gustafsson was convicted in 2010 of the stabbing death of a father of four in Stockholm, the paper said. She wrote chilling lyrics on her blog about killing people and posted pictures of herself dressed as a vampire with bloody lips.

Last summer, the Danish state offered to sell a good chunk of the 80-odd-acre former military base at the edge of downtown Copenhagen to Christiania, the alternative community whose residents had been squatting there illegally for four decades. For the residents, who fundamentally reject the idea of landownership, this presented an ideological quandary.

“Christiania has offered to buy it,” said Risenga Manghezi, a spokesman for the community. “But Christiania doesn’t want to own it.”

To resolve the contradiction, Mr. Manghezi and a handful of others decided to start selling shares in Christiania. Pieces of paper, hand-printed on site, the shares can be had for amounts from $3.50 to $1,750. Shareholders are entitled to a symbolic sense of ownership in Christiania and the promise of an invitation to a planned annual shareholder party. “Christiania belongs to everyone,” Mr. Manghezi said. “We’re trying to put ownership in an abstract form.”

Since the shares were first offered in the fall, about $1.25 million worth have been sold in Denmark and abroad. The money raised will go toward the purchase of the land from the government.

“People were afraid, and we had to respect this fear,” said Allan Lausten, a handyman who took part in the negotiations despite an aversion to bureaucrats.

A flesh-eating form of pneumonia that is easily passed between healthy people on public transport is spreading across the UK, experts have warned.

The deadly strain of MRSA called USA300 passes easily through skin-to-skin contact. It can also survive on surfaces and so has the potential to be picked up on crowded buses and tubes. It was first seen in the U.S but cases are now being reported in the community and not just hospitals in Britain.

USA300 is resistant to treatment by several front-line antibiotics and can cause large boils on the skin. In severe cases, USA300 can lead to fatal blood poisoning or a form of pneumonia that can eat away at lung tissue. There were 1,000 cases of community acquired MRSA in England in the last year, of which 200 were USA300 strains.

Bronnie Ware is an Australian nurse who spent several years working in palliative care, caring for patients in the last 12 weeks of their lives. She recorded their dying epiphanies in a blog called Inspiration and Chai.

Ware writes of the phenomenal clarity of vision that people gain at the end of their lives, and how we might learn from their wisdom. “When questioned about any regrets they had or anything they would do differently,” she says, “common themes surfaced again and again.”

Here are the top five regrets of the dying, as witnessed by Ware:

1. I wish I’d had the courage to live a life true to myself, not the life others expected of me.

2. I wish I hadn’t worked so hard.

3. I wish I’d had the courage to express my feelings.

“Many people suppressed their feelings in order to keep peace with others. As a result, they settled for a mediocre existence and never became who they were truly capable of becoming. Many developed illnesses relating to the bitterness and resentment they carried as a result.”

4. I wish I had stayed in touch with my friends.

5. I wish that I had let myself be happier.

“This is a surprisingly common one. Many did not realise until the end that happiness is a choice. They had stayed stuck in old patterns and habits. The so-called ‘comfort’ of familiarity overflowed into their emotions, as well as their physical lives. Fear of change had them pretending to others, and to their selves, that they were content, when deep within, they longed to laugh properly and have silliness in their life again.”

Members of the nationalist American Third Position Party (A3P), whose website was defaced by Anonymous, organised Republican presidential candidate Ron Paul’s meetings and campaigns, according emails hacked by the collective. Chairman of the British National Party (BNP) Nick Griffin also took part in meetings with Paul and other representatives of A3P.

“According to these messages, Ron Paul has regularly met with many A3P members, even engaging in conference calls with their board of directors,” read a statement from Anonymous.

Paul’s connections with racist supporters have been highlighted by the media in America. Bill White, a former member of the neo-Nazi group the National Socialist Movement, became disillusioned with Paul after a spokesman for the Republican candidate called white supremacy “a small ideology”.

Following the incident, he wrote on a popular white supremacist website: “Both Congressman Paul and his aides regularly meet with members of the Stormfront set, American Renaissance, the Institute for Historic Review, and others at the Tara Thai restaurant in Arlington, Virginia, usually on Wednesdays,” he said. “I have attended these dinners, seen Paul and his aides there, and been invited to his offices in Washington to discuss policy.”

“Paul is a white nationalist of the Stormfront type who has always kept his racial views and his views about world Judaism quiet because of his political position,” he added.

Two doctors from the Texas Heart Institute successfully replaced a dying man’s heart with a device—proving that it is possible for your body to be kept alive without a heart, or a pulse.

The turbine-like device, that are simple whirling rotors, developed by the doctors does not beat like a heart, rather provides a ‘continuous flow’ like a garden hose.

If you listened with a stethoscope, you wouldn’t hear a heartbeat. If you examined [the] arteries, there’s no pulse. Hooked up to an EKG, [he'd] be flat-lined.”

The amulet and mask were a 13-year-old boy’s virtual possessions in an online fantasy game. In the real world, he was beaten and threaten with a knife to give them up.

The Dutch Supreme Court on Tuesday upheld the theft conviction of a youth who stole another boy’s possessions in the popular online fantasy game RuneScape. Judges ordered the offender to perform 144 hours of community service.

Only a handful of such cases have been heard in the world, and they have reached varying conclusions about the legal status of “virtual goods” — and whether stealing them is real-world theft.

The suspect’s lawyer had argued the amulet and mask “were neither tangible nor material and, unlike for example electricity, had no economic value.” But the Netherlands’ highest court said the virtual objects had an intrinsic value to the 13-year-old gamer because of “the time and energy he invested” in winning them while playing the game.

Three-year-old Isbac Pacunda absorbed his twin brother as they developed in their mother’s womb. The result? A parasitic twin in the stomach of the living boy.

The partially formed fetus weighs a pound and a half and is 9 inches long, according to Dr. Carlos Astocondor of Las Mercedes Hospital in Chiclayo, Peru. If continuing brain research does in fact show biochemical differences between the brains of those who help others and the brains of those who do not, could this lead to a “morality pill” — a drug that makes us more likely to help? Given the many other studies linking biochemical conditions to mood and behavior, and the proliferation of drugs to modify them that have followed, the idea is not far-fetched. If so, would people choose to take it? Could criminals be given the option, as an alternative to prison, of a drug-releasing implant that would make them less likely to harm others? Might governments begin screening people to discover those most likely to commit crimes? Those who are at much greater risk of committing a crime might be offered the morality pill; if they refused, they might be required to wear a tracking device that would show where they had been at any given time, so that they would know that if they did commit a crime, they would be detected.

Fifty years ago, Anthony Burgess wrote “A Clockwork Orange,” a futuristic novel about a vicious gang leader who undergoes a procedure that makes him incapable of violence. Stanley Kubrick’s 1971 movie version sparked a discussion in which many argued that we could never be justified in depriving someone of his free will, no matter how gruesome the violence that would thereby be prevented. No doubt any proposal to develop a morality pill would encounter the same objection.

Last October, in Foshan, China, a 2-year-old girl was run over by a van. The driver did not stop. Over the next seven minutes, more than a dozen people walked or bicycled past the injured child. A second truck ran over her. Eventually, a woman pulled her to the side, and her mother arrived. The child died in a hospital. The entire scene was captured on video and caused an uproar when it was shown by a television station and posted online. A similar event occurred in London in 2004, as have others, far from the lens of a video camera. Yet people can, and often do, behave in very different ways.

George Washington may have been America’s first president, but was he nearly America’s first zombie-in-chief? If William Thornton, physician and designer of the US Capitol, had had his way, Washington’s body would have been subjected a scientific experiment designed to bring the deceased former president back to life.

Washington’s body was not buried immediately after his death. The president may not have feared death, but he did fear being buried alive. Before he died, he commanded his secretary, Tobias Lear, to make sure that he would not be entombed less than three days after he died. In accordance with Washington’s wishes, his body was put on ice until it could be moved to the family vault.

That’s where the story gets a little strange. The morning after Washington died, his step-granddaughter Elizabeth Law arrived with a family friend, William Thornton. History best remembers Thornton as the architect who created the original design for the Capitol building, but he was also a trained physician, having studied at the University of Edinburgh. Although he did not practice medicine for much of his life, Thornton always had a keen interest in the workings of the human body, and he suggested a novel method for resurrecting the fallen warrior …

No bars. No walls. No armed guards. The prison island of Bastøy in Norway is filled with some of the country’s most hardened criminals. Yet it emphasizes self-control instead of the strictly regulated regimens common in most prisons. For some inmates, it is more than they can handle.

The warden is a man who deals in freedom. He is also a visionary. He wants the men here to live as if they were living in a village, to grow potatoes and compost their garbage, and he wants the guards and the prisoners to respect each other. What he doesn’t want is a camera in the supermarket. He doesn’t want bars on the windows, or walls or locked doors.

The inmates on Bastøy have been convicted of crimes such as murder, robbery, drug dealing, fraud, violent crime and petty theft. “We don’t pick out the mild cases,” says Nilsen. Some inmates serve their entire sentences on the island. Murderers can only apply to be transferred to the island once they have served two-thirds of their sentences elsewhere. Some 115 prisoners live on Bastøy, and those who wish to stay are required to work and integrate into the community. Anyone caught drinking alcohol or fighting is thrown out.

The ferry operates on a regular schedule. It would be possible to swim to the mainland or find a boat in the summer, and the ocean often freezes over in the winter. The idea is that the prisoners should have an incentive to stay, and that they are still there when the count is taken — four times a day.

A piece of driftwood hangs on the wall. Someone painted a fish, a sailboat and seagull onto the driftwood, and the words “Bastøy — Gangster’s Paradise.”

This paradise has been around for 20 years — and has a warden who loves statistics. The numbers, after all, prove him right. Only 16 percent of the prisoners in this island jail become repeat offenders in the first two years after leaving Bastøy as compared with 20 percent for Norway as a whole. In Germany, where recidivism is measured after three years, the rate is 50 percent.

The warden also feels vindicated because there has never been a murder or a suicide on the island — and because no one left Bastøy last winter even though the sea ice was frozen solid.

In Norway, about a third of prisons are open like Bastøy, and parliament has now ruled that there will be more open prisons in the future. Most people think this is a good idea.

A man in Dorset has been left mystified after tiny blue spheres fell from the sky into his garden. Steve Hornsby said [they] came raining down late on Thursday afternoon during a hail storm.

He found about a dozen of the balls in his garden. He said: “[They're] difficult to pick up, I had to get a spoon and flick them into a jam jar.” The Met Office said the jelly-like substance was “not meteorological”.

Mr Hornsby, a former aircraft engineer, said: “The sky went a really dark yellow colour…As I walked outside to go to the garage there was an instant hail storm for a few seconds and I thought, ‘what’s that in the grass’?”

Walking around his garden he found many more blue spheres were scattered across the grass. He said: “The have an exterior shell with a softer inner but have no smell, aren’t sticky and do not melt.”

Josie Pegg, an applied science research assistant at Bournemouth University, speculated that the apparently strange phenomena might be “marine invertebrate eggs”.
