But many examples in the history of innovation, entrepreneurship and competition, in different sectors and across different countries, paint a very different picture &#8211; of a risk taking innovative state &#8211; especially in the most uncertain phases of technological development and/or in the most risky sectors &#8211; versus a more inert private sector, which only invests (in innovation, in new start- ups, in networks) once the state has absorbed most of the uncertainty.</p>
<p>In the pharmaceutical industry it is the state- run labs that have been responsible for the discovery of the most radical new important drugs, with private pharma focused on the less risky slight variations of existing, `me too&#8217;, drugs (such as Viagra in different colours and dosages). In the USA and Europe, state funding has been responsible for most, if not all, general purpose technologies, i.e. those technologies that help achieve economy- wide growth (aviation, computers, electricity, internet, nanotechnology). The biotech revolution owes its success not to venture capital (as is commonly assumed) but to major inventions within the UK&#8217;s Medical Research Council and the US&#8217;s National Institute of Health, as well as pro-innovation regulations that have made it easier for these inventions to be commercialised. This has not been just a question of `research&#8217;, but of the state having the courage to think about completely new areas of development, invest its resources into uncertain territory, open multiple windows of exploration, fund early-stage risky research, create organisations dedicated to funding and supporting new start-ups, and formulate dynamic `networks&#8217; between science, business and finance.</p>
<p>In most cases of the development of general purpose technology it has been the state that has gone against the grain, thought `out of the box&#8217;, risked large amounts of money; while the private sector has more often been wedded to the status quo, where short-run returns are inevitably more secure. Similar examples can be found in the creative sector, where, for example, innovative first-time directors can `enter&#8217; the industry only through risky state-backed funds or state- owned broadcasters. In this sense, the state has played a role that goes beyond the Keynesian emphasis on taxation, subsidies, spending and regulation, and the Schumpeterian emphasis on creating the `right conditions&#8217; for innovation and growth. It has played an active entrepreneurial role &#8211; envisioning new technological opportunities in high-growth areas; undertaking the very early risky investments that lay the groundwork for future exploration of these areas; funding new start-ups that commercialize the innovations; and in some cases even bringing the product to market.</p>
<p>The state has been fundamentally involved in generating radically new products and processes that have changed the way that businesses operate and citizens live &#8211; transforming economies forever, from the internet revolution to the biotech revolution to what (it is hoped) will be the green-tech revolution. A key way to tackle together smart and inclusive growth is to ensure that the gains from innovation are as collective as the risk-taking underlying it. In seeking innovation-led growth, it is fundamental to understand the important roles that both the public and private sector can play. This requires not only understanding the different ecologies between the public and private sector, but, especially, rethinking what it is that the public is bringing to that ecology. The claim that the public sector can at best incentivise private sector led innovation (through subsidies, tax reductions, carbon pricing, green investment banks and so on) is currently being propagated heavily in the UK, especially but not only in the face of the recent crisis and ensuing deficits. But this fails to account for the many examples in which the leading entrepreneurial force came from the state rather than from the private sector.</p></blockquote>

<p>Paul&#8217;s connections with racist supporters have been highlighted by the media in America. Bill White, a former member of the neo-Nazi group the National Socialist Movement, became disillusioned with Paul after a spokesman for the Republican candidate called white supremacy &#8220;a small ideology&#8221;.</p>
<p>Following the incident, he wrote on a popular white supremacist website: &#8220;Both Congressman Paul and his aides regularly meet with members of the Stormfront set, American Renaissance, the Institute for Historic Review, and others at the Tara Thai restaurant in Arlington, Virginia, usually on Wednesdays,&#8221; he said. &#8220;I have attended these dinners, seen Paul and his aides there, and been invited to his offices in Washington to discuss policy.&#8221;</p>

Those who are at much greater risk of committing a crime might be offered the morality pill; if they refused, they might be required to wear a tracking device that would show where they had been at any given time, so that they would know that if they did commit a crime, they would be detected.</p>
<p>Fifty years ago, Anthony Burgess wrote “A Clockwork Orange,” a futuristic novel about a vicious gang leader who undergoes a procedure that makes him incapable of violence. Stanley Kubrick’s 1971 movie version sparked a discussion in which many argued that we could never be justified in depriving someone of his free will, no matter how gruesome the violence that would thereby be prevented. No doubt any proposal to develop a morality pill would encounter the same objection.</p>
<p>Last October, in Foshan, China, a 2-year-old girl was run over by a van. The driver did not stop. Over the next seven minutes, more than a dozen people walked or bicycled past the injured child. A second truck ran over her. Eventually, a woman pulled her to the side, and her mother arrived. The child died in a hospital. The entire scene was captured on video and caused an uproar when it was shown by a television station and posted online. A similar event occurred in London in 2004, as have others, far from the lens of a video camera. Yet people can, and often do, behave in very different ways.</p></blockquote>

What he doesn&#8217;t want is a camera in the supermarket. He doesn&#8217;t want bars on the windows, or walls or locked doors.</p>
<p>The inmates on Bastøy have been convicted of crimes such as murder, robbery, drug dealing, fraud, violent crime and petty theft. &#8220;We don&#8217;t pick out the mild cases,&#8221; says Nilsen. Some inmates serve their entire sentences on the island. Murderers can only apply to be transferred to the island once they have served two-thirds of their sentences elsewhere. Some 115 prisoners live on Bastøy, and those who wish to stay are required to work and integrate into the community. Anyone caught drinking alcohol or fighting is thrown out.</p>
<p>The ferry operates on a regular schedule. It would be possible to swim to the mainland or find a boat in the summer, and the ocean often freezes over in the winter. The idea is that the prisoners should have an incentive to stay, and that they are still there when the count is taken &#8212; four times a day.</p>
<p>A piece of driftwood hangs on the wall. Someone painted a fish, a sailboat and seagull onto the driftwood, and the words &#8220;Bastøy &#8212; Gangster&#8217;s Paradise.&#8221;</p>
<p>This paradise has been around for 20 years &#8212; and has a warden who loves statistics. The numbers, after all, prove him right. Only 16 percent of the prisoners in this island jail become repeat offenders in the first two years after leaving Bastøy as compared with 20 percent for Norway as a whole. In Germany, where recidivism is measured after three years, the rate is 50 percent.</p>
<p>The warden also feels vindicated because there has never been a murder or a suicide on the island &#8212; and because no one left Bastøy last winter even though the sea ice was frozen solid.</p>
<p>In Norway, about a third of prisons are open like Bastøy, and parliament has now ruled that there will be more open prisons in the future. Most people think this is a good idea.</p></blockquote>
